Name one closeout owner and identify what the client must receive or confirm. Define what is ending
Confirm whether the entire engagement is ending or only one workstream. A completed project may leave an ongoing reporting arrangement, maintenance responsibility or separate engagement. Record the boundary of the closeout.

Keep each item tied to evidence. “Sent files” should identify the current files and delivery location, not merely a message saying something was attached.

Separate delivery from acceptance
The agency may have delivered the final output while the client still has a decision to make. Record that distinction and follow the agreed approval process. Avoid repeatedly requesting approval where the agreement calls for a different completion condition.

For an illustrative reporting engagement, the final report may be shared while the client’s new team still needs context about data sources. Identify whether that explanation is part of the agreed handoff and who will provide it. Do not assume that a file link transfers the operating knowledge.
Transfer continuing work deliberately
If the client or another provider will maintain a workflow, document the relevant owner, current configuration reference, required access and known limitations. Confirm what documentation is included in the actual handoff.
Make account ownership and permissions explicit. A workflow that continues under an agency-controlled connection can leave both parties unclear about responsibility. Assess the transition and test the required result with the authorized account owner.
Close access through its own checklist
Use the access offboarding guide for users, shared files and workflow connections. Track actions dependent on a client account owner until they are confirmed. Closing delivery work should not automatically imply access was removed.
Handle retained client information under your approved policies and the relevant agreement. Do not invent a universal retention period. Keep sensitive closeout material in an appropriate restricted location rather than copying it into a general project summary.
Finish with an accurate status
Name unresolved items, owners and the next review point. If most work is complete but an access confirmation remains, make that visible. A project can move out of active delivery while the closeout record still tracks a specific responsibility.

A project may leave active delivery while a closeout item remains open.
Review what the engagement taught the agency about onboarding, scope and handoffs. Repeated offboarding gaps often begin earlier, when ownership or source locations were never documented. Update the onboarding workflow and relevant SOP rather than only adding another final reminder.
Questions and answers
Is delivering the last file the same as offboarding?
It completes one part of the engagement. Offboarding may also require resolving open decisions, transferring accounts or workflow responsibility, closing access and handling records under the actual agreement. Define those items and their owners explicitly.
Should an agency keep client information after offboarding?
Use the relevant agreement, approved policies and applicable requirements to decide what is retained, why, where and for how long. This checklist does not establish a universal rule. Have the appropriate data owner resolve the decision before deletion or continued storage.
What if a closeout item depends on the client?
Keep a named agency follow-up owner, the specific client action and its current status. Do not mark the item verified simply because a request was sent. The project can leave active delivery while a clearly recorded closeout responsibility remains open.
